What Is WSJF?

Weighted Shortest Job First is a prioritization model, popularized by the Scaled Agile Framework (SAFe), for ranking competing projects or backlog items by their economic value relative to how long they'll take. Instead of debating priority in the abstract, WSJF forces a single, comparable number for every item on the list — so the highest-value, quickest-to-deliver work consistently rises to the top.

The idea is straightforward: when resources are limited, you don't just want to work on the most valuable thing — you want to work on the thing that delivers the most value per unit of effort, as soon as possible.

The Formula

WSJF = Cost of Delay ÷ Job Size
Cost of Delay = User-Business Value + Time Criticality + Risk / Opportunity

Every project gets scored across four factors. Three of them add up to a project's Cost of Delay — what it costs the business, in value terms, to keep waiting. The fourth, Job Size, estimates the relative effort to deliver it. Divide one by the other, and you get a single score that lets you rank a whole backlog on equal footing.

Why It Works Without a Lot of Upfront Work

The biggest reason teams avoid formal prioritization frameworks is that they expect them to be expensive: detailed cost-benefit models, precise estimates, weeks of analysis before a single decision gets made. WSJF is built to avoid exactly that.

Every factor is scored on a small relative scale (AKF's configurator uses 1–10 for the Cost of Delay factors and a Fibonacci-like 1–21 for Job Size) — not a dollar figure, not a detailed estimate. You're judging relative to other work on the list, not producing a business case.

That relative, ordinal scoring is what makes WSJF fast: a team can score a dozen competing initiatives in an hour, not a quarter. Because the scoring criteria are fixed and reusable, the same rubric applies to the next backlog review too — so the upfront cost is paid once, not every time priorities need to be revisited.

When It's a Good Fit

  • You have more good ideas than capacity. WSJF is built for exactly this — ranking competing initiatives against each other, not evaluating one project in isolation.
  • Prioritization currently feels political. A shared, transparent scoring model gives stakeholders a common language instead of "whoever asks loudest wins."
  • You need to re-prioritize often. Because scoring is fast, WSJF holds up as a recurring exercise — every planning cycle, not just once a year.
  • You don't have time for detailed business cases on every candidate project. Relative scoring gets you a defensible ranking without that overhead.
